Migrating and Upgrading to Joomla! 4.x • Re: Upgrade Joomla 3.9 to 4.4 error message jerror Refresh Manifest Cache failed: PLG_SYSTEM_ACTIONLOGS Extension is not

I have looked and seen that the plugin system_actionlogs was not present before the migration from 3.10 to 4.4. It is not present on the live website which is in 3.9 and has been for years. Will this plugin be installed if I follow Toivo's suggestion and reinstall Joomla core files?

And can anyone please tell me what this plugin does and how necessary it is?
