It would only appear if there are no further actual updates for Joomla. v5.1.1 being the most recent. If your update channel is set to "default", and stability level to "stable" it should be showing you the "Reinstall Core Files" button.
I don't know why the content - vote plugin is missing (in your site), but it is still part of the core system.
You've now said the "reinstall" process I mentioned (Upload and Update the update package v5.1.1 zip file) doesn't work which is strange since you have previously updated to 5.1.1 so I don't see why using the upgrade package would fail. Were there any errors during that "update" (5.1.1 to 5.1.1)?
Did you use the same version package as already installed, and not an earlier one (since you can't downgrade Joomla).
One final suggestion:
From a download package of 5.1.1 (upgrade or full doesn't matter). Copy the "vote" folder from
\your-site-name-folder\plugins\content and copy it to the same folder on your site. It should overwrite the existing folder. Then try "Discover Install".
