I am a bit confused ... I have never seen a reference to changelogurl from within a Joomla installation. In one of my test installs there are 271 rows in the extensions table and the changelogurl field is either NULL or empty in very case. So where exactly does one display the information for the current release?
There are two places I know of to look at for changelogs:
The Release News list: https://www.joomla.org/announcements.html from where you can go to individual releases.
And there is a HitHub Comparing Changes feature: https://github.com/joomla/joomla-cms/co ... 2.0-alpha1 but that includes changes not really relevant to end users.
