Unsure of what your question is.
The user logs into the admin side of this (his) site (domain.com/administrator). He does not log into the site from the front end to manage weblinks component, or any other component that his level of user has access to. He is allowed access to two other compontents in the backend in order to manage the site content he is responsible for. I do not enable access to other components as he does not have the need to do so.
There is no other website that he logs into and therefore that problem doesn't exists on any other website.
I have not created a website that has similar ACL requirments for a specific user, so I cannot test it elsewhere.
